Highlands Ranch neighbors at odds over urinating and shooting

HIGHLANDS RANCH, Colo. -- There's a neighbor dispute in Highlands Ranch, but it isn't your normal quarrel over tree limbs or noise. It's about urine and firearms. 

Joyce Kramer tells Denver7 that she has seen and videotaped her neighbor across the street urinating against the fence of his front yard. Cell phone video clearly shows that neighbor against the fence before he buckles his pants and walks away.

"There's no reason that an adult person should be doing this in public, not with all the children around," she said. 

Not once, but twice in four days at the same spot. 

"Whizzing in the front yard," she said. 

Kramer called the Douglas County Sheriffs Office, which confirmed it had a record of the public urination complaint. But what the neighbor did is technically not illegal since it was on his property and he never exposed himself to anyone. 

So no laws were broken, but Denver7 still wanted to know why and knocked on that neighbor's door. 

"I don’t do it in my front yard, I do it in my side yard," the neighbor said. 

When asked if he had any issue with doing it, he replied "I have three small dogs, it keeps the cats away."

When pressed with if he was doing anything wrong, he replied, "Nope."

But that urination issue isn't the only one that neighbors have. The same man is accused of shooting a pellet rifle at a rabbit a few days ago. Kramer says he shot from his driveway to the base of her fence across the street. 

Denver7 took that question to the neighbor as well. He admitted to the shooting, but said the rabbit was on his property. He said he didn't have any issue with shooting in a packed neighborhood. 

And without any way to prove who is right or wrong, and no laws broken over urination, it comes down to indifference versus issues.
