Fort Collins police arrest man in 2013 kidnapping, sex assault; victim was found nude and duct taped

FORT COLLINS, Colo. – Police arrested a man earlier this week on charges alleging he kidnapped a woman, severely assaulted her, and left her nude and bound with duct-tape at a Fort Collins park in August 2013.

Stefan Alexander Moon, 36, faces attempted first-degree murder, second-degree kidnapping, two counts of sexual assault, and first-degree assault charges in the case. Police arrested him on Tuesday.

The incident happened on Aug. 31, 2013. Dispatchers had received calls about a woman screaming at Cottonwood Glen Park, and when officers arrived, they found the woman nude and “immobilized” by duct tape. Police say she had serious injuries.

Detectives discovered the woman had been at another nearby park, Rossborough Park, the night before talking with people.

At some point, she was taken from the park to a home in the area, where police say she was “severely assaulted and lost consciousness.”

Police couldn’t identify a suspect at the time, but say that just last week, on Aug. 11, a forensic analysis came back connecting Moon to the crime. Police obtained a warrant for his arrest, which took place on Tuesday.

According to court records, Moon was also charged in late July in Larimer County for theft and false seller information, and has a criminal history that includes convictions on carrying a concealed weapon, harassment and theft charges.

He is being held on a $500,000 bond at the Larimer County jail. He was advised of his charges on Thursday, and is set for his first court appearance on Aug. 24.
