Denver police identify three people arrested in illegal gaming raids

DENVER – Officials on Thursday released the identities of the three people arrested Tuesday after raids on three gaming businesses in Denver.

Tammy Hayutin Garamov, 43, Bagrat Vladimirocivh Garamov, 38, and Eduard Gugulyan, 38, all face investigation on numerous felony and misdemeanor charges related to violations of state statutes regarding gambling and slot machines.

Both of the Garamovs each face investigation on 46 counts of slot machines – shipping invoices, a class 5 felony, and possession of a gambling device or record, a class 2 misdemeanor. Gugulyan faces investigation on 15 counts of both charges. The three also face numerous other misdemeanors.

Police raided El Dorado, La Fortuna and American Pride Tuesday in what they said was an investigation that had been ongoing for months.

According to arrest affidavits for the three released Thursday, the investigation had been underway since last May, and police used undercover officers to determine that several gaming machines at each business were in fact gambling machines.

When American Pride and La Fortuna were raided last October as part of the investigation, officers seized a total of 46 gambling devices and more than $13,000 in cash from the two stores.

According to the affidavits, detectives got a team of gaming industry testers and evaluators to look at several of the machines. They found that the ones inspected would allow users to insert money for credits to play the games, and upon winning, people would receive a paper ticket which could be converted back into cash at each business.

Police also found that the three people who were arrested weren’t licensed by the Colorado Division of Gaming, nor any other gaming commission.

La Fortuna was also operating without a business license or a state gaming license, the affidavit says.

The Denver District Attorney’s Office will determine the final charges each will face.
